Northeast Neighborhood Revitalization
Martin Street, Garden Street, and Nelson Street, Hartford, CT
Northeast Hartford Affordable Housing (NHAH) is a seven-building, 68-unit, scattered site development of small apartment buildings and townhouses. Martin and Garden Street Housing is comprised of two buildings: 96-98 Martin Street, a three-story brick 1920’s era building, and 655 Garden Street, a two-story building built by Sheldon Oak in 1991. In total, SOC owns and manages 78 apartments in Northeast Hartford. NHAH also includes the Johnson-Stewart Community Center at 127 Martin Street, a freestanding structure that hosts a number of resident-led and community activities.
In 2021, we made major repairs and upgrades to the units, structures, and outdoor spaces. To address the exterior issues, we repaired brickwork, replaced all the fencing and paving, and put in new landscaping. To address the interior issues, we installed new windows, doors, flooring, roofing, bathrooms, and kitchens. In addition, we replaced all mechanicals and repainted the basements of all eleven buildings.
These renovations will improve energy efficiency, promoting environmental sustainability and saving the residents money on utility costs. Our investments in the outdoor spaces are intended to increase the neighborhood’s aesthetic appeal and improve the perception of safety. Having passed our HUD inspection, we will restructure the properties so that Martin and Garden Street Housing becomes a part of Northeast Hartford Affordable Housing, and we will convert all apartments to Section 8, which will support the redevelopment of the property and sustain long-term, stable operations.
